Utilizing cheat mode
Notes: Begin or load a campaign at the main menu. Now return to the main menu and chose the single player option. Pick any mission, go to the briefing, and click on the armament option. Pick the following name, return to the briefing, and cancel the single mission. Start the campaign over again at the main menu, play the first assigned mission, now save the game. If you reload the saved game you can access all the Hercs, which are fully armed.
