Cheat codes, often referred to as simply 'cheats,' are codes that are found within the game that allow it to be altered in some way. The majority of the time these codes were put in place by the developers of the game. Sometimes the codes were there for testing purposes and they were left in by mistake, but most of the time the codes are deliberately there. Consider it a bonus from the development team.
Cheats for PS3 games are generally button combinations that, when pressed in the correct order and at the correct location, activate an effect. The effect can be anything, literally. Unless you have a modified PS3 console running altered game code, you cannot just make a code up, it has to already be there.

PS3 hints and tips on the other hand are a completely different story. Some hints and tips are merely observations made by another gamer while they were playing. Other times these hints and tips can be highly detailed walkthroughs, which take you step by step through the game.
